Qualification Requirements/Expectations
 Contractors shall, at a minimum:

Possess Certification from NCCA or its predecessor institutions;
Candidate must be able to provide Certificate confirming graduation from the Psychophysiological Detection of Deception (PPD) program and Certification from the National Center for Credibility Assessment (NCCA) or its predecessor institutions.
 
NCCA Certification means that the examiner has completed the following:
  • Conduct a minimum of two-hundred (200) polygraph examinations;
  • At least two (2) years of experience as a polygraph examiner; and
  • Be in current standing with the completion of 80 hours of continuing education, as required for the continuing NCCA certification.
                 The following predecessor institutions are acceptable.
  •     U.S. Military Police School/Army Polygraph School (USAMPS)
  •     Department of Defense Polygraph Institute (DODPI)
  •     Defense Academy for Credibility Assessment (DACA)
Obtain/Possess Security Clearance
A background investigation (BI) will be completed by TSA Personnel Security and is requirement for all personnel associated to this contract.
  • Candidates who have worked for a DHS Agency within the last 30 days will be considered for cleared.
Agency Specific Training:
 
TSA Information Technology (IT) Security Awareness and Rules of Behavior Training (online – approximately 1 hour)
  • Training must be successfully completed and forwarded to Company within 3 days of receipt of Government issued email.
 
Job Duties/Expectations
 
Polygraph Examiners shall follow the provisions found within the Law Enforcement Pre-Employment Test (LEPET) guidelines.
 
Pre-test preparations, which shall include:
  1. Collect and review all applicable documentation from the Law Enforcement applicant’s e- QIP and Personnel Security Division correspondence;
  2. Correspond and provide updates to the appointed QC Manager by telephonic and or email protocol;
  3. Perform all data analysis;
  4. Complete Pre-employment tests;
  5. Complete the interview procedures with the Law Enforcement applicant as specified in the Federal Examiners Handbook
Conduct polygraph examinations and interviews:
  1. Collect and review all applicable forms; (Miranda, Consent and Medical)
  2. Obtain audio recordings of polygraph examinations and upload those recordings to the appropriate Law Enforcement applicant’s record, Polygraph File (PF);
  3. Properly document examinations results on a Test Data Analysis sheet found in Lafayette software and upload test data/documents to the appropriate Law Enforcement applicant’s PF record;
  4. Maintain all data entries into the appropriate data collection file designated by the Contractor for archiving;
  5. Correspond and provide updates to the appointed QC Manager; and
  6. Administer test question review, in-test and post-test procedures with the Government LE applicant in accordance with the Federal Examiners Handbook.
 
Polygraph Examination Reporting Requirements:
All polygraph examinations reports presented to the QC Manager shall be complete, clear, timely, and consistent:
  1. Complete – examinations must address all requirements.
  2. Clarity – examination report shall be clear and concise.
  3. Timeliness – examination report shall be submitted on or before the due date as specified.
  4. Consistent – examinations should consistently follow our requirements outlined in the polygraph procedures within the Federal Examiner’s Handbook, NCCA.
Upon the completion of a polygraph examination, the contractor shall provide, within five (5) business days, a complete and accurate polygraph examination report to the designated QC Manager.

TSA utilizes Lafayette Instruments to complete examinations.
