Education and Experience:

  • Experience in providing physician health services for adolescents and young adults who are socially and economically disadvantaged


Schedule:

Provider must be able to meet the center’s schedule as outlined below (CST):

Tuesday: 10:00- 1:30pm (5.5 hours per week).

 

Essential Job Functions:

  •     Experience in providing NP/PA health services for adolescents and young adults who are socially and economically disadvantaged

 

Schedule:

Provider must be able to meet the center’s schedule as outlined below (CST):

Tuesday: 10:00- 1:30pm (5.5 hours per week).

 

Essential Job Functions:

The center and the center NP or PA, in collaboration with and under direction of center physician, hereby agree that the services to be provided will include, but will not be limited to, those health and wellness services specified in the Job Corps Federal Regulations (Title 20 Code of Federal Regulations, Part 670.525) in the Job Corps Policy and Requirements Handbook (PRH) Chapter 6.

 

These services include:

 

    1. The development, implementation, and monitoring of the total center health and wellness program, to help students become and stay employed, including:
      1. Advising the center director and health services staff on all medical and health related matters. This shall include the advisability of medical separations, including the furnishing of diagnosis, prognosis, and recommendations for future care; the utilization and cost of

services; the personalization of patient care; and any other health areas deemed appropriate by the Health Wellness Manager (HWM), center physician and the center director.

      1. Consulting with center staff on ordering, accounting for, and safeguarding health equipment, supplies, and medications.
      2. Developing a system to promote the coordination and integration of the health components (medical, oral health, mental health, environmental health, and health education) with other center activities. This will be done in cooperation with the HWM, center physician, center dentist, and center mental health consultant.
      3. Ensuring the maintenance, confidentiality, and safeguarding of all health records.
      4. Staying current on Job Corps policies and procedures via frequent communication with the center’s HWM, center physician and review of the Job Corps Health and Wellness website and participate in any national center NP, PA or physician teleconferences.

 

    1. Authorization” including:
      1. Take, evaluate, and record comprehensive health histories and perform cursory medical inspection for each student within the first 48 hours after arrival on center.

2.   Perform comprehensive physical examinations required to evaluate health status and acute and/or chronic medical problems within 14 days of students’ arrival on center. This includes breast exams for all female students and testicular exams for male students during the exam upon entry.

  1. Order, conduct, and interpret appropriate screening studies, tests, and diagnostic procedures used to assess and diagnose problems, and establish management/treatment plans.
  2. Diagnose, treat, and manage acute episodic and chronic illnesses, minor traumas, and behavioral/psychological problems.
  3. Initiate consultation requests and work in collaboration with specialists and other health professionals as appropriate.
  4. Teach, counsel, and advise students about current health status, illness(es), and health- promotion and disease prevention activities.
  5. Prescribe non-pharmacological therapies and pharmacological agents to include schedule controlled substances within the scope of specialty of nurse practitioner/physician assistant.

 

    1. In order to provide quality medical coverage, the following NP or PA services will be provided:
      1. On site: The NP or PA will be present on site at center for the contracted amount of hours on agreed upon days which would be during the Monday through Friday work week (except on designated holidays, and as agreed upon) for the stated number of hours each week for 48 weeks a year. Schedule will be determined by Center Director or his/her representative in conjunction with the center NP or PA.
      2. On-call (extended) coverage: When not on-site, including after 5:00 p.m. Monday through Friday, and weekends, the NP or PA (or his/her substitute) will be available on an on-call basis for telephone consultation and disposition. On-call services will be billed at the same hourly rate as NP or PA on-site services (per-hour of telephone consultation) only when/if  telephone  consultations  are  requested.

 

    1. Additional physician services and duties: NP or PA Services
      1. Supervision - in addition to the specific coverage outlined, the NP or PA would be responsible for the medical supervision of all health care services personnel, including the examinations and treatment rendered to the students. The NP or PA is responsible for monitoring chronic illnesses.
      2. Family Planning Counseling - the NP or PA, in cooperation with an appropriate specialty consultant, would be responsible for developing and supervising ongoing education for health services personnel, providing counseling services, and personally rendering direct patient counseling in this area to the students. The center physician is responsible for prescribing various options for birth control. State and private contracting agencies may be utilized in this area.
      3. Continuing Medical Education - the NP or PA or his/her assistant would be responsible for the development and supervision of continuing medical education (on the job) for Job Corps center health services personnel.
      1. Quality Assurance Monitoring - the NP or PA would be responsible for ongoing review of medical care and medical record keeping as practiced by the health and non-health services personnel.
      2. Hazard Evaluation - the NP or PA or his/her designee would be available to evaluate and make recommendations regarding physical, chemical, biological, etc. hazards and other areas of occupational medicine such as safe job practices and accident prevention with regard to the vocational training program carried out by the Job Corps center.

 

Emergency Services

  1. Definition of Emergency - cases requiring immediate medical attention. Delay is harmful to the patient. Disorder is acute and potentially threatens life or function.
  2. Service - treatment should not be delayed by trying to contact the physician, NP or PA. The paramedics should be summoned and the protocols of state Emergency Medical Services System should be obeyed (e.g., immediate transport to the nearest facility capable of handling the problem).
